Overall Purpose

The Data and Technology Office operates in support of the International Services and Service to Armed Forces departments, one of a team of Technical Advisors, as part of the larger Quality, Data and Learning business unit. The Data and Technology Officer focuses on both new and adapted use of data, digital, and technology to evolve how the Red Cross bridges tech networks, partner engagements, Red Cross program work, and our volunteer base. The Officer will support the development and utilization of tools, build on the past work on the Missing Maps initiative, and coordinate with other initiatives to evolve data and digital in our programs. This includes working as part of a dynamic team of humanitarian geospatial and information management professionals to support needs in communications, events management, project management and volunteer management. This position focuses on bridging program needs with data and tools while expanding our efforts to build a culture around data readiness learning and impact.

Technical Program Design and Implementation (50%)

  • Perform program work supporting the planning, design and implementation of data and technology projects.
  • Support development of user-friendly tools through user adoption strategies, UX/UI studies, technical requirements gathering, and other appropriate methods.
  • Improve tools for engaging volunteers and local communities in the collection of geospatial data relevant to Red Cross programming.
  • Develop communication, learning, and training materials.
  • Provide technical training to partners, including volunteers, staff, and program participants supporting data and technology initiatives.
  • Engage with QDL colleagues to promote end-user adoption of new approaches to programming in ISD/SAF.
  • Support testing, evaluation, and scaling of projects.
  • Develop fiscal and program reports for management review.
  • Support development of a performance management plan.
  • Organize and track program-related data to meet internal and external reporting needs.
  • Support writing of concept notes and proposals when applicable.

Technical Research and Development (15%)

  • Support monitoring, assessing, and developing new approaches for the use of open data and technology in ISD/SAF.
  • Support engagement with under-represented stakeholders in problem identification and solution generation.

Partnership Engagement and Coordination (25%)

  • Maintain relationships with government officials, local communities and other organizations to establish and promote programming.
  • Support new approaches to diversify technology partnerships, in particular with volunteer and corporate engagement opportunities.
  • Organize events, such as conferences and workshops, to promote program goals.
  • Establish volunteer roles in projects and lead in volunteer management across the project initiatives

Disaster Response (10%)

  • Disaster response support (deployments both virtual and in person).
  • Other duties as assigned.



  • Bachelor’s degree required. Preferred degree in GIS, Geography, Computer Science, Information Systems, Technology, or a related field.


  • Minimum 4 years of related experience or equivalent combination of education and related experience required.
  • Skills in community building and engagement.
  • Skills in event planning and organization.
  • “Hands-on” testing and learning of new technologies and processes.
  • Excellent organizational and time-management skills. Strong experience in planning, prioritizing and managing work.
  • Skills in leading collaborative efforts among diverse stakeholders.  Ability to work with and support multiple clients / business units simultaneously, representing a range of strategic priorities.
  • Excellent attention to detail and strong accountability for work produced.
  • Excellent writing, editing and analytical skills.  
  • Demonstrable personal skills that include operational flexibility, interpersonal savvy, problem solving, dealing with ambiguity.
  • Experience working abroad with diverse cultures is helpful.
  • Familiarity with the Red Cross network and fluency in Spanish or French helpful.

For those candidates located in Colorado, the salary range for this position is: $75,300 - $80,320
